Buy the cheap radios, but program them for people who hate radios

Unpopular opinion: the radio does not matter nearly as much as the codeplug. If your neighbor has to remember a frequency, a tone and an offset under stress, they will not call. Program every handheld identically, put a strip of tape on the side that says channel 1 = squad, and hand it over. Adoption goes from two people to everybody.
